Much of what took place with linebacker and linebacker II came out of Guam and Thailand from the Air Force side. Whether it would have worked is subject to a lot of speculation, unfortunately the politicians began running the war and, much like the Afghanastan situation, called for an end to air strikes without specific ROE's being adhered to.

You don't want to get me started on this subject, politicians and war is a huge issue with me.
