House Republicans announced a $22 billion plan last week to partially overturn a 19th-century policy depriving disabled veterans of some retirement pay. The plan is to be phased in over 10 years and would extend dual benefits (disability benefits and full military retirement pay) for the first time to some veterans whose disabilities are not combat-related. The measure is now part of the fiscal 2004 defense authorization bill, although it could shift to different legislation if the defense measure is stalled by other disputes.
