pish posh, it's government. The money goes in one hole and out the other, if it doesnt say "pay to IDF" it just frees up funds that WOULD have been spent on the IDF. It's the same all over, here too.

You forgot the different branches of government part. But the IDF doesn't use foreign aid money. It's a pride thing. Israel's military and sole means of defence and survival uses only Israeli money from the Israeli budget.
