I am very careful in judging situations of which I have not enough "first hand" information. All that I know about the situation, the response time, the failures - is what I get from TV/newspaper...
For me, this is not enough to feel that I´m well informed...
The opinion you get with all the media-information is however that the reaction time was indeed too long, that they weren´t prepared at all for this situation - but AFTER a catastrophy has happened, it is easy to say what should have been done... funny how many "catastrophy-managers/experts" seem to be around nowadays!
What I did not like about Bush is that it took so long for him to react personally... but again that is that what we get from the media, I dont know exactly what he did and when he did it. If it is important or not, the people fell that if such a situation develops, that the president/chancelor jumps into a heli/airplane and shows his concern, offers help and so on...
What I can tell you about the general opinion in germany (not mine!) is that many people say "they are able for the war in iraq, but look how weak they are in this situation!"
Also, many people see a "racist problem".
People are willing to help, we sent some technical staff with special pumps, and the red-cross and other organisations collect money.
