2. THE FY07 PRESIDENT’S BUDGET REQUEST DIRECTS AN AIR FORCE END STRENGTH REDUCTION OF SOME 40K BY FY11. WE WILL CONTINUE TO PROACTIVELY SHAPE THE FORCE THROUGH A TIME-PHASED APPROACH TO PROPERLY SHAPE AND BALANCE OUR OFFICER AND ENLISTED FORCES WHILE ENSURING WE ATTRACT AND MAINTAIN THE RIGHT SKILLS AND EXPERIENCE TO MEET FUTURE MISSION REQUIREMENTS.
3. THE FY07 FORCE SHAPING PROGRAM MAXIMIZES OUR VOLUNTARY SEPARATION AUTHORITIES AND WILL IMPLEMENT INVOLUNTARY SHAPING PROGRAMS AS REQUIRED. THE AIR FORCE IS PURSUING SEVERAL LEGISLATIVE AUTHORITIES TO EXPAND OUR FORCE SHAPING TOOLS.

7. OFFICERS APPLYING FOR EARLY RELEASE UNDER THESE PROGRAMS MAY REQUEST A DATE OF SEPARATION (DOS) NLT 29 SEP 07 OR A RETIREMENT NLT 1 SEP 07.
8. DEPLOYED PERSONNEL REMAIN ELIGIBLE TO APPLY FOR EARLY RELEASE UNDER THE FY07 FORCE SHAPING PROGRAM; HOWEVER, THEIR DOS MAY BE NO EARLIER THAN 30 DAYS AFTER RETURN FROM DEPLOYMENT. THIS POLICY GUIDANCE PROVIDES GENERAL PROCEDURES AND CRITERIA FOR THE ADMINISTRATIVE APPLICATION OF A SERB IN FY07. MORE DETAILED INFORMATION WILL BE RELEASED BY AFPC APPROXIMATELY 1 SEP 06 THROUGH A SERB PREBOARD MPFM.
12. KEY SERB DATES: THE SERB WILL CONVENE 8-19 JAN 07 AT AFPC. MANDATORY RETIREMENT DATES WILL BE NLT 1 SEP 07.
A. OFFICERS MEETING THE FY07 SERB WILL RECEIVE A RETENTION RECOMMENDATION FORM (RRF) FROM THEIR RESPECTIVE SENIOR RATERS PRIOR TO THE BOARD. THE RRF ACCOUNTING DATE HAS BEEN SET FOR 8 SEP 06. THESE FORMS WILL BE PROVIDED BY THE SENIOR RATERS TO ELIGIBLE OFFICERS FOR REVIEW NLT 8 DEC 06.
B. ELIGIBLE OFFICERS WILL BE FURNISHED WITH AN OFFICER SELECTION BRIEF (OSB) FOR PERSONAL REVIEW IN CONJUNCTION WITH THE RRF ACCOUNTING DATE OF 8 SEP 06. OFFICERS ARE RESPONSIBLE FOR REVIEWING THEIR RECORDS FOR ACCURACY AND ENSURING INFORMATION CONTAINED WITHIN THEM IS UP TO DATE.
C. RETIREMENT SELECTION DATES: SELECTIVELY RETIRED OFFICERS WILL APPLY FOR, AND CHOOSE A DATE OF RETIREMENT AT THEIR OWN DISCRETION, BUT MUST RETIRE NO LATER THAN 1 SEP 07. LIEUTENANT COLONELS WHO ARE TWICE DEFERRED FOR PROMOTION TO COLONEL, DO NOT HAVE AN APPROVED VOLUNTARY RETIREMENT DATE, ARE NOT ON A PROMOTION LIST, AND ARE NOT SCHEDULED FOR MANDATORY RETIREMENT IN FY07 OR FY08.
B. OFFICERS ELIGIBLE FOR THE SERB MAY APPLY FOR RETIREMENT IN LIEU OF MEETING THE BOARD UP UNTIL 1 JAN 07. PART IV. VOLUNTARY SEPARATION PAY (VSP) INCENTIVES
14. VSP WILL BE OFFERED TO ELIGIBLE OFFICERS (LAF/CHAP/JA/MSC) BASED ON INDIVIDUAL YEAR GROUP AND AIR FORCE SPECIALTY. OFFICERS WITH MORE THAN 6 AND NO MORE THAN EXACTLY 12 YEARS OF COMPLETED SERVICE AS OF THEIR REQUESTED DATE OF SEPARATION ARE ELIGIBLE UNDER THIS PROGRAM. DATES OF SEPARATION MUST TAKE EFFECT BETWEEN 1 OCT 06 AND 29 SEP 07. A MATRIX WILL BE USED TO DETERMINE CURRENT VSP QUOTAS AND IS AVAILABLE FOR REVIEW ON THE AFPC WEBSITE AT

15. THIS POLICY GUIDANCE PROVIDES PROCEDURES AND CRITERIA FOR THE ADMINISTRATION AND PAYMENT OF VSP TO TARGETED AIR FORCE OFFICERS IN OVER STRENGTH CAREER FIELDS TO ENCOURAGE THEM TO LEAVE ACTIVE DUTY VOLUNTARILY, AS AUTHORIZED UNDER U.S. CODE TITLE 10, SECTION 1175A. THIS INITIATIVE IS BEING OFFERED PRIOR TO IMPLEMENTATION OF POTENTIAL INVOLUNTARY SEPARATION AUTHORITIES FOR THIS TARGET POPULATION. WE ENCOURAGE EVERY ELIGIBLE OFFICER TO SERIOUSLY CONSIDER THIS PROGRAM AS WE PROCEED THROUGH FY07 FORCE REDUCTIONS. MPFS WILL BRIEF ELIGIBLE OFFICERS ON THE VSP AND WILL ADVISE THEM OF ALL OF THE CURRENT FORCE SHAPING PROGRAMS. VSP IS TEMPORARY AND OFFICERS SHOULD NOT ASSUME THAT THEY WILL HAVE FUTURE OPPORTUNITIES TO APPLY FOR VSP.
16. DATES OF SEPARATION UNDER THIS PROGRAM MUST TAKE EFFECT BETWEEN 1 OCT 06 AND 29 SEP 07. HOWEVER, OFFICERS MUST PROVIDE AT LEAST 60-DAYS OF ADVANCE NOTIFICATION TO AFPC TO ALLOW FOR ADEQUATE PROCESSING AND TRANSITION. OFFICERS MAY ESTABLISH AN EFFECTIVE DATE OF SEPARATION OUTSIDE OF THE TRADITIONAL 12-MONTH WINDOW OF NOTIFICATION TO AFPC. AS SUCH, OFFICERS MAY BEGIN APPLYING ON 31 JUL 06 FOR A SEPARATION DATE OF NOT LATER THAN 29 SEP 07.
17. ELIGIBILITY CRITERIA
A. OFFICERS IN SELECTED AIR FORCE SPECIALTIES AND YEAR GROUPS (MUST BE IDENTIFIED AS BEING IN AN OVERAGE AFSC ON THE MATRIX POSTED ON THE AFPC FORCE SHAPING WEBSITE) WITH MORE THAN 6 AND NOT MORE THAN EXACTLY 12 YEARS OF COMPLETED SERVICE AS OF THEIR REQUESTED DATE OF SEPARATION ARE ELIGIBLE FOR VSP. OFFICERS MUST HAVE SERVED AT LEAST 5 YEARS OF CONTINUOUS ACTIVE DUTY SERVICE IMMEDIATELY PRECEDING THE ACTUAL DATE OF SEPARATION AND MUST HAVE COMPLETED THEIR INITIAL TERM OF OBLIGATED ACTIVE DUTY SERVICE PRIOR TO SEPARATION (USAFA-5 YEARS; ROTC/OTS-4 YEARS). OFFICERS WHO HAVE ACCEPTED PRIOR ACP, JACP, OR CSRB MAY APPLY UNDER THIS PROGRAM; HOWEVER, THEY WILL BE REQUIRED TO REPAY ALL UNEARNED PORTIONS OF THEIR BONUS. RECOUPMENT OF THE CAREER STATUS BONUS (CSB) IS WAIVED.
B. THE FOLLOWING OFFICERS ARE NOT ELIGIBLE FOR VSP:

(3) OFFICERS WITH A CURRENT DATE OF SEPARATION.
(4) OFFICERS WHO HAVE PREVIOUSLY BEEN DISCHARGED WITH VOLUNTARY SEPARATION PAY.
(5) OFFICERS WITHIN THE BSC/MC/DC/NC SPECIALTIES.
(6) OFFICERS SERVING ON A LIMITED PERIOD RECALL PROGRAM.
(7) OFFICERS CURRENTLY ATTENDING INITIAL SKILLS FORMAL TRAINING.
(8) OFFICERS SERVING IN CAREER FIELD 13D (CONTROL AND RECOVERY).

OFFICERS WHO ARE IN FORMAL TRAINING COURSES OR DEVELOPMENTAL EDUCATION ASSIGNMENTS MAY APPLY FOR VSP AT THIS TIME.
18. VSP APPLICATION PROCESS
A. OFFICERS MEETING THE ELIGIBILITY CRITERIA ABOVE MAY BEGIN APPLYING FOR VSP ON 31 JUL 06; HOWEVER, THE REQUESTED DATE OF SEPARATION MAY BE NO EARLIER THAN 1 OCT 06 AND NO LATER THAN 29 SEP 07. OFFICERS WHO QUALIFY FOR THE LIMITED ADSC WAIVER PROGRAM MAY ALSO APPLY FOR VSP UNDER PARAGRAPH 27 OF THIS MESSAGE. APPLICATIONS FOR VSP WILL NOT BE ACCEPTED AFTER 31 JAN 07.
B. VSP APPROVALS WILL BE BASED ON OFFICER YEAR GROUP MANNING AND AIR FORCE SPECIALTY. APPLICATIONS WILL BE CONSIDERED IN THE ORDER IN WHICH THEY ARE RECEIVED AND WILL ONLY BE APPROVED UP UNTIL THE TIME THE AIR FORCE MEETS ITS GOAL FOR TARGETED SPECIALTIES. AS STATED BEFORE, THE GOAL OF THE PROGRAM IS TO ENSURE WE MAINTAIN THE RIGHT BALANCE OF SKILL AND EXPERTISE THROUGHOUT INDIVIDUAL YEAR GROUPS AND SPECIALTIES.
C. OFFICERS WHO ARE APPROVED FOR VSP SHALL ENTER INTO A WRITTEN AGREEMENT TO SERVE IN THE INDIVIDUAL READY RESERVE (IRR) FOR A PERIOD THREE (3) YEARS FOLLOWING THEIR SEPARATION FROM ACTIVE DUTY. OFFICERS WITH AN EXISTING MILITARY SERVICE OBLIGATION (MSO) AT THE TIME OF THEIR DATE OF SEPARATION WILL FULFILL THIS OBLIGATION IN THE IRR ALONG WITH THE ADDITIONAL 3-YEAR COMMITMENT TO BE SERVED CONSECUTIVELY. OFFICERS WILL SIGN AND SUBMIT A WRITTEN AGREEMENT TO SERVE IN THE IRR ALONG WITH THEIR VSP APPLICATION.
D. OFFICERS MAY APPLY FOR VSP THROUGH THEIR MPF USING AF FORM 780 AND ANNOTATING THAT THEY ARE ELECTING TO TAKE VSP. THE APPLICATION PROCESS FOR VSP WILL FOLLOW POLICY GUIDANCE AS OUTLINED IN AFI 36-3207 UNDER VOLUNTARY SEPARATIONS.
E. OFFICERS WHO ARE NOT ELIGIBLE TO APPLY FOR VSP MAY STILL APPLY FOR SEPARATION UNDER NORMAL SEPARATION PROVISIONS SUCH AS PALACE CHASE, PREGNANCY, HARDSHIP (PERSONAL OR FINANCIAL), COMPLETION OF SERVICE, ETC., WITH THE UNDERSTANDING THAT VSP WILL NOT, REPEAT WILL NOT, BE OFFERED OR PAID.
19. VSP CALCULATIONS AND METHOD OF PAYMENT
A. ELIGIBLE OFFICERS WILL BE PAID TWO TIMES THE RATE OF STANDARD INVOLUNTARY SEPARATION PAY. THIS EQUATES TO 20% OF TWELVE TIMES THE AMOUNT OF MONTHLY BASIC PAY TO WHICH THE OFFICER IS ENTITLED AT THE TIME OF SEPARATION FROM ACTIVE DUTY, TIMES THE YEARS AND FULL MONTHS OF ACTIVE MILITARY SERVICE COMPUTED FROM TAFMSD. EACH FULL MONTH OF ACTIVE MILITARY SERVICE THAT IS IN ADDITION TO THE NUMBER OF FULL YEARS OF ACTIVE MILITARY SERVICE WILL BE COUNTED AS ONE-TWELFTH OF A YEAR. DISREGARD ANY REMAINING FRACTIONAL PART OF A MONTH. OFFICERS APPROVED FOR VSP WILL BE PAID IN A LUMP SUM UPON THEIR DATE OF SEPARATION.
VSP LUMP SUM = 20% X FINAL MONTHLY BASE PAY X 12 MONTHS X (YOS + Y/12) (WHERE Y = FULL MONTHS)
B. LUMP SUM PAYMENTS WILL BE SUBJECT TO THE CURRENT APPLICABLE FEDERAL INCOME TAX RATE AT THE TIME OF PAYMENT. FOR INFORMATION ON CURRENT TAX RATES AND ADDITIONAL FINANCIAL INQUIRIES, PLEASE CONTACT YOUR LOCAL FINANCE OFFICE OR SEEK OUT A TRUSTED TAX ADVISOR TO ADDRESS YOUR SPECIFIC ISSUES.

THE CJR PROGRAM LIMITS REENLISTMENTS INTO THE CAREER FORCE BY CONSTRAINING AFSCS FOR FIRST-TERM AIRMEN IN SPECIFIED AFSCS. AIRMEN WHO DO NOT WANT A CJR OR WHO DO NOT WANT TO RETRAIN MAY APPLY TO TRANSFER TO PALACE CHASE, TRANSFER TO THE ARMY, APPLY FOR CIVIL SERVICE, OR SEPARATE UPON EXPIRATION OF THEIR ENLISTMENT.
36. ENLISTED RETRAINING PROGRAM: THE NCO RETRAINING PROGRAM (NCORP) WILL REMAIN IN EFFECT INDEFINITELY AS A TOOL TO RIGHT SHAPE THE FORCE. AS IN THE PAST, THE FY07 PROGRAM GOAL IS TO HELP BALANCE THE ENLISTED FORCE. THE NCORP IS A TWO PHASE PROGRAM: PHASE I (VOLUNTARY) AND, IF IMPLEMENTED, PHASE II (INVOLUNTARY).
A. DURING THE FY07 PROGRAM, APPROXIMATELY 1,227 NCOS WILL BE TARGETED FOR RETRAINING. IN MANY CASES, ELIGIBLE NCOS IN CAREER FIELDS WITH RETRAINING-OUT OPPORTUNITIES MAY ALSO VOLUNTEER FOR SPECIAL DUTY ASSIGNMENTS, E.G., RECRUITERS, MTI DUTY, ETC. PHASE I (VOLUNTARY) WILL RUN FROM JUN 06 AND TERMINATE AUG 06. PHASE II (INVOLUNTARY) WILL BEGIN SHORTLY AFTERWARDS IN ANY AFSC THAT DID NOT MEET VOLUNTARY RETRAINING OUT PROGRAM TARGETS. PERSONNEL WITH INSUFFICIENT RETAINABILITY THAT ELECT NOT TO RETRAIN WILL BE SEPARATED ON THEIR DOS.
B. AIRMEN IDENTIFIED AS VULNERABLE FOR FORCED RETRAINING, PENDING PHASE II IMPLEMENTATION, WILL RECEIVE INDIVIDUAL NOTIFICATION RIPS FROM THEIR SERVICING MPF. RETRAINING VULNERABILITY MIRRORS ASSIGNMENT ELIGIBILITY, I.E., ONCE ALL INELIGIBLES HAVE BEEN REMOVED FROM CONSIDERATION, EVERYONE LEFT WILL BE SORTED BY DATE ARRIVED STATION (DAS); THOSE WITH THE GREATER DAS WILL APPEAR AT THE TOP OF THE LIST AND THEREFORE MORE LIKELY FOR INVOLUNTARY RETRAINING SELECTION.

37. MISCELLANEOUS ENLISTED SEPARATIONS: FOR THE REMAINDER OF THE FORCE SHAPING PROGRAM, BASE LEVEL AUTHORITY IS SUSPENDED FOR ENLISTED MISCELLANEOUS SEPARATIONS (AFI 36-3208, PARAGRAPH 3.15.). HQ AFPC/DPPRS WILL REMAIN THE APPROVAL/DISAPPROVAL AUTHORITY FOR ALL MISCELLANEOUS SEPARATION REQUESTS REGARDLESS OF AIRMAN’S AFSC OR LENGTH OF DOS WAIVER REQUESTED. MPFS/AFCC WILL FORWARD ALL REQUESTS FOR MISCELLANEOUS SEPARATION TO HQ AFPC/DPPRS FOR APPROVAL/DISAPPROVAL UNTIL FURTHER NOTICE.
PART VIII. OTHER CAREER OPPORTUNITIES
38. TRANSFERS TO ARMY ACTIVE DUTY (BLUE TO GREEN): THE AIR FORCE CONTINUES TO ENCOURAGE INTERESTED AND ELIGIBLE PERSONNEL TO APPLY FOR A TRANSFER TO THE ARMY. THIS PROGRAM IS OPEN TO BOTH QUALIFIED AIR FORCE OFFICERS AND ENLISTED AIRMEN. THE ARMY MAY OFFER A MONETARY INCENTIVE TO ENLISTED AIRMEN WHO TRANSFER TO THE ARMY. A. ELIGIBILITY: O-1 THROUGH O-3 AND E-1 THROUGH E-5 MAY APPLY TO TRANSFER TO THE ARMY. THESE AIRMEN MUST MEET THE MINIMUM ACADEMIC AND PHYSICAL CRITERIA FOR ENTRY INTO THE ARMY. B. PERSONNEL IN ALL AFSCS ARE ELIGIBLE TO APPLY TO TRANSFER TO ANY OF THE ARMY’S 212 MILITARY OCCUPATIONAL SPECIALTIES (MOS). APPROVAL/DISAPPROVAL TO SEPARATE FROM THE AF IS BASED ON THE AFSC SKILL LEVELS AND OVERALL CAREER FIELD HEALTH. IF THE AIRMAN’S AFSC DIRECTLY CONVERTS TO AN ARMY MOS, THE AIRMAN WILL BE PRESENTED THE OPTION TO SERVE IN THE MOS OR TO RETRAIN INTO ANOTHER MOS. IF THE AIRMAN‘S AFSC DOES NOT DIRECTLY CONVERT TO AN MOS, THE AIRMAN WILL BE PERMITTED TO CHOOSE FROM THE LIST OF SPECIALTIES AND RETRAINED AS NEEDED.
C. BLUE TO GREEN BONUSES OFFERED BY THE ARMY: AN ENLISTMENT BONUS OF BETWEEN $5,000 AND $20,000 MAY BE AVAILABLE TO BLUE TO GREEN APPLICANTS FOR A TERM OF SERVICE (TOS) OF THREE OR MORE YEARS WHEN SELECTING AN MOS WITH A PRIORITY TRAINING SEAT. THE REQUEST SYSTEM WILL DETERMINE THE TRAINING SEAT PRIORITY AND BONUS AMOUNT. APPLICANTS RECEIVING THE BONUS AND LATER CHOOSING TO RENEGOTIATE THEIR ENLISTMENT CONTRACT MAY LOSE THEIR BONUS IF A PRIORITY TRAINING SEAT IS NOT AVAILABLE.
