It's a tradition. The speech is given to the audience with the Latin on the top and the translation on the bottom. It goes on to tell you when to laugh or guffaw in the actual Latin; ie. <i>vocifera</i>, or whatever. ... <i>real</i> pretentious bull-sh** my friend.
