Ok, last time I remember draining fuel out of the sump drains. Fuel typically got all over the foam and it never turned to jelly. I do know that it deteriorated it somewhat and caused it to become detached from the airframe, but never to the extent that she's talking. Now if the foam was to actually soak in a bucket of JP4/8 for a couple of days then maybe that could happen.
Additionaly, why would you want the holes to seal up? If the cell is damaged and leaking into the airframe wouldn't you want it to drain instead of becoming trapped and creating even more of a fire hazard?
