Sure something as simple as vaccinations would work. However you've gotta take into considerarion that this did not happen in the United States, Canada, or Western Europe. People in that part of the world adopt pets off the street and many if not all are feral. Regular vet visits for a family pet is a completely foriegn concept to people there. When one pet dies, they just go and adopt another one or wait for one to show up at their door.
This is the biggets part of why things like the Swine Flu and Bird Flu are propegated so rapidly and spread so quickly from that specific part of the world. The only means of controlling an outbreak of something as preventable as rabies is to exterminate the population. Why do you think so many chickens and other birds were killed a couple of years ago? They vaccinated the young ones then to preserve the possibility of their food supply and anything else was killed.
It very similar to why people procreate where food doesn't grow. Condoms only work if people are educated on their usage and benefits and how to use them. People in southeast Asia do not think of pets the same way we do and the number are staggering. Veterinary vaccinations would cost them more that they think it's worth (their government too).
